Brief about project: This project is designed to address identified gaps, and it will benefit from already existing implementation structures set up under the ongoing UNDP Disaster Risk Management Programme being implemented in Tajikistan. The main focus of the project will be support to the regional CoES offices in further strengthening their capacities in order to ensure a national coverage and usage of the systems developed during implementation of the first two phases of DRMP project, supported by SDC.
The project has four main outcomes:
• Improvement of the CoES capacity to predict, prevent and manage natural disasters.
• Providing of CoES emergency management and related trainings in accordance with international standards.
• Integration of disaster risk management into planning at local levels.
• Effective coordination and advocacy of DRM initiatives by regional REACT network
Improvement of the CoES capacity to predict, prevent and manage natural disasters
The main focus of this outcome of the project will be support to the IMAC in Dushanbe and regional CoES offices in further strengthening their capacities in order to ensure a national coverage and usage of the systems developed on the past within IMAC system. In addition the capacity of the Operations Departments and Department of Protection of Territories and Population (DPTP) would be strengthened through a number of trainings on effective use of the database and other relevant issues.
Providing of CoES emergency management and related trainings in accordance with international standards.
The second outcome of the project is focused on strengthening and improving regional disaster management training system based on new disaster management training programme to outline its significance within DRM training system. National and regional CoES training branches will be further strengthened in order to raise awareness and train the decision-makers on integration of DRR aspect into development planning. These trainings will aim at capacity building of the national and regional authorities, including trainings on methodology and good practices of DRR integration into development process in order to make a significant switch from disaster response to disaster reduction in the mindset of the decision-makers.
Integration of disaster risk management into planning at local levels.
This outcome of the project is contributing to support to the Government of Tajikistan and the international community in attaining the goals of the MDG-based National Development Strategy. This is achieved by developing a methodology to integrate disaster risk management into local planning, in particular on the District level. This integration will be done by strengthening the cooperation between district level authorities, relevant CoES divisions and non-governmental actors. the project will support selected high risk communities by means of the implementation of community based disaster risk projects (CBDRM) in mitigating and preparing for disasters as well as identifying gaps, and improve local capacity by providing relevant trainings and using already existing implementation structures set up under the ongoing UNDP Disaster Risk Management Programme in Tajikistan
Effective coordination and advocacy of DRM initiatives by regional REACT network
The main objective will be to ensure that selected local authorities and DDCs integrate priority DRM issues (identified jointly with REACT partners) in their local development plans. REACT partners will be encouraged to work with local authorities and DDCs on these priority issues. DRMP will support CoES to organize workshops/meetings at regional and central levels for all REACT partners in order to ensure coordinated approach of the project, joint decisions made and best practices shared among partners and used in DRM interventions. Thus, REACT meetings is the tool to promote DRR integration into planning among the other participants and to further replicate the positive experience.

Project Title: Support of the National Disaster Response Capacity in Tajikistan
Brief about project: The overall objective of the project is to strengthen national disaster response capacity in Tajikistan. The project focuses on capacity development of disaster management with regard to disaster response preparedness. The project will capitalize on a set of UNDAC recommendations to further develop the disaster response capacities of Tajikistan.
The project will last for two years starting and will cover the following two outcomes:
• Strengthening institutional arrangements and legislation for disaster response;
• Improvement of disaster response capacity in Tajikistan.
The institutional arrangements and legislation will be reviewed and developed aiming at an effective and coordinated prevention and response preparedness. Appropriate decisions and budget allocations to disaster preparedness and response activities to be taken by government officials will be promoted. Swedish Rescue Services Agency (SRSA) will provide appropriate legislative advice that should be implemented in order to clarify the legal provisions for peacetime emergencies so that sustainability and a well functioning search and rescue services are ensured.
Iintroduce focal point and one additional staff member from the CoES into INSARAG network at two annual regional INSARAG meetings. Train 30 professional rescuers from the Dushanbe Search and Rescue (SAR) Team and 30 professional rescuers from TsentroSpas. Train 30 professional rescuers from Fire Fighting Service (Dushanbe department) to be used as back up force to Dushanbe SAR Team and TsentroSpas. Support Training Department with establishing a SAR basic Training Centres in 5 regions GBAO (Khorog), Khatlon (Kurgan Tube and Kulyab), Sughd (Khujand), DRD (Rasht), to be used for trainings of SAR Teams. Support with renovation of offices allocated for the SAR Team.
This project is a joint initiative between UNDP Tajikistan (through Disaster Risk Management Programme), Swiss Agency for Development and Cooperation (SDC) and (SRSA) in support of the Committee of Emergency Situations and Civil Defence under the Government of Tajikistan.

Project Title: UN Emergency Reserve for Tajikistan
Brief about project: The UN Emergency Reserve for Tajikistan (UNERT) is designed for the initial response to a disaster or other humanitarian crisis resulting in needs in the areas of shelter, household items, sanitation items, clothing, heating/cooking equipment and other emergency supplies. UNERT includes emergency reserve sufficient for 7,000 persons or 1,000 families, taking into account local relief efforts and expected assistance from the government and other resources. The UNERT can also include items or equipment which have specific but time-limited use in emergency response, such as water purification equipment, which can be returned to the UNERT for future use. These items will be designated as “recoverable” and also could be provided to organizations on the condition that they are returned after use. In addition to physical stocks, UNERT may include financial reserves, held by UNDP or other parties, which can be used for the immediate purchase of emergency items not available from the physical reserve (e.g., fuel), or to replace items used from the UNERT. The UNERT design requirements will be reviewed periodically and adjusted to ensure an ability of the UNERT to effective and rapidly respond to disasters affected areas of Tajikistan.
