The protected areas (PA) system of Tajikistan consists of 4 Strict Nature Reserves (zapovedniks – IUCN Category I), 2 National Parks (IUCN Category II), 13 nature reserves (zakazniks IUCN Category IV), 26 Natural Monuments (IUCN Category III), and a limited area of tourism /recreation zones. Tien Shan subspecies of brown bear is spread in Tajikistan, its area is the mountains of Northern and Central Tajikistan, Badakhshan, rarely in Pamirs on the height 1500 – 4500 above sea level. Tien Shan brown bear is included to the “Red Book” of Tajikistan in 1988 and has a special status of “contractile number of subspecies”. Among big mammals of Tajikistan brown bear is referred to the number of insufficiently known and explored species.

This Foreign Aid Report (6th edition) was prepared by the State Committee on Investments and State Property Management of RT under technical support of UNDP based on the information provided by Development Partners that then was entered into and processed by the Database of the SCI Aid Coordination and Project Monitoring System (ACPMS).

Zarafshan valley of Tajikistan consists of three districts (Penjikent, Aini and Gornaya Matcha) and is one of the most remote regions of the country. Due to the difficult access and undeveloped communication with the other parts of Tajikistan, Zarafshan valley is considered to be the one of the poorest and economically less-developed regions.
The User Guide is a tool to provide UNDP staff with a single place to find all relevant information about UNDP operations. The “Guide” provides a process-based navigation structure to find the information required, and replaces all prescriptive content previously published in the forms of manuals.
Communication Strategy for Agricultural Reforms
Intended to the Independent Commission
Cotton plays a crucial role in Tajikistan, with 15% of export earnings, 35% of tax revenues and 60% of agricultural output. Furthermore, it is produced by the majority of the agricultural producing units, supporting about 75% of the rural population, and cultivated on 45% of arable land. Despite this predominant role, the cotton sector is characterised by low and stagnating productivities in production and ginning, a massive debt of 402 millions US$ of the majority of the cotton producing units, producer exploitation by cotton processing and marketing monopsonies controlling as well inputs and outputs and current land use and competition policies and their implementation at local levels, impeding growth opportunities.
The goal of this study is twofold. Firstly, we want to give an estimate of the size of unaccounted economy in Tajikistan. Secondly, we want to establish main causes, which can stimulate or discourage the expansion of informal/shadow economy in Tajikistan. To accomplish these two goals, we look at the structure of shadow economy, its industrial and geographical composition, the connection between levels of growth of shadow economic activities and levels of profitability, employment, the burden of administrative barriers and taxation, and the pervasiveness of nonmonetary transactions both in the household sector and in the enterprise sector.
What we do today about climate change has consequences that will last a century or more. The part of that change that is due to greenhouse gas emissions is not reversible in the foreseeable future. The heat trapping gases we send into the atmosphere in 2008 will stay there until 2108 and beyond. We are therefore making choices today that will affect our own lives, but even more so the lives of our children and grandchildren. This makes climate change different and more difficult than other policy challenges.
Strategy for Development of Small Scale Hydropower of the Republic of Tajikistan
In the past few years, the rural population of the Republic of Tajikistan has suffered from a lack of electricity. Today the energy situation has worsened– population in the most rural areas has access to electricity only during the winter which is limited to a few hours per day. The lack of electricity leads to severe consequences in all areas of human activity – economics, education, healthcare and the social sphere. Today the same arguments are related to those huge HPPs being constructed at the expense of foreign investments.

Needs Assessment
This report provides an overview of the policy reforms and financial resources required to meet key quantitative human development targets in Tajikistan within the framework of the eight MDGs. The report was produced by the MDGs Needs Assessment Team of the UN Tajikistan, in close collaboration with Government Working Groups on food security, education, gender, health, and water and sanitation.
The report argues that increased cooperation among the Central Asian republics will produce large gains by reducing trade costs, increasing remittances from migrant workers, and improving water and energy use. As we have seen from other parts of the world, regional cooperation will especially help the poor in the region, who will on balance gain more from cooperation.

The goal of the Survey was to ascertain public opinion on the relevance and acuteness of corruption in Tajikistan. Interviews and focus groups’ discussions held to identify the impact of corruption in governance, poverty and survey public opinion.
The UNDP Country Programme for Tajikistan with the budget of $76million builds on the Government’s strategic priorities and the United Nations Development Assistance Framework for 2005-2009. It focuses on four interlinked thematic areas: (1) Transforming Livelihoods; (2) Redistributing Responsibilities; (3) Reversing Declines; & (4) Overcoming Mountains.
The present Strategy was developed within the framework of the UNDP Office assistance to Tajikistan aimed at the implementation of the “Water for Life” International Decade (2005-2015), Millennium Development Goals, Appeals and Recommendations of the International Conference on Regional Cooperation in the Trans-Boundary River Basins (Dushanbe, Tajikistan, May 30- 31, 2005) supported by the UN and other international organizations.

2005: Sustainable Disarmament, Demobilization and Reintegration of Ex-combatants and Conversion of Military Assets to Civilian Use
In 2003 UNDP Tajikistan undertook evaluation of its programme outcome “Sustainable disarmament, demobilization and reintegration of ex-combatants and conversion of military assets to civilian use”. The report represents key findings of this evaluation covered the period from 1999, when the reintegration of former combatants from the civil war started in earnest with the support of UNDP and members of the international donor community, until 2003, when the bulk of ex-combatants had been reintegrated into civilian structures.
Tajikistan's Road to Stability: Reduction in Small Arms and Light Weapons Prolifiration and Remaining Challengs
Small arms and light weapons (SALW) are not an immediate threat to the security of most civilians living in Tajikistan. This report shows that the government of Tajikistan was generally successful in collecting weapons left from the Tajik civil war (1992-97). Relatively few civilians are likely to possess illegal weapons. Gun injury rates across the country have dropped dramatically since 2001.
The brochure was developed to raise the awareness, understand the rules and norms of microcreditting sector. The brochure presents all legal acts relevant to microcreditting sector of RT.
Environmental Performance Reviews for countries-in-transition were initiated by Environment Ministers at the second “Environment for Europe” Conference in Lucerne, Switzerland, in 1993. As a result, the UNECE Committee on Environmental Policy decided to make the Environmental Performance Reviews a part of its. The studies were carried out by international teams of experts from the region, working closely with national experts from the reviewed country. The teams also benefit from close cooperation with other organizations in the United Nations system, including the UNDP, UNEP, WB and WHO, as well as with OECD.
National Action Plan for Climate Change Mitigation

The National Action Plan for Climate Change Mitigation indicates the priorities and measures to be undertaken by the Republic of Tajikistan to address the problem of climate change, to develop a capacity for further research and analysis of the climate system, its variability and change, to strengthen the international cooperation and joined efforts to mitigate climate change. The measures indicated in the National Action Plan serve as a basis for planning and decision making at all state levels and in all relevant sectors.
National Strategy and Action Plan on Conservation and Sustainable Use of Biodiversity

The National Biodiversity Strategy and Action Plan, elaborated according to the state environmental policy, foster the sustainable environmental development of the country. They are aimed at taking coordinated decisions on using biological resources and promote harmonization and integration of scientific ideas, research, and state instructions, and their implementation in situ. National Strategy and Action Plan on Conservation and Sustainable Use of Biodiversity was elaborated by Governmental Working group of the Republic of Tajikistan under the guidance of CBD National Focal Point Dr. N.Safarov within with financial support of GEF and UNDP.
National Human Development Report 2003: tapping the potential
Improving water management in Tajikistan is central to advancing development in the country. Water affects almost all spheres of life, from drinking and sanitation to agriculture, energy, industry and the environment. Integrated and sustainable planning in these areas promises great improvements in living standards and domestic incomes for all people in Tajikistan.
Phase 2. The First National Communication of the Republic of Tajikistan under the UN Framework Convention on Climate Change 2003
The First National Communication of the republic informed the Framework Convention parties of the volume and dynamics of greenhouse gas emissions, the vulnerability of natural resources, economy, and human health to climate change, and the measures being realized and planned to mitigate the climate change consequences. The RT National Action Plan (NAP) on climate change mitigation was approved by the Tajik Government Resolution No.259 of June 6, 2003.
