Democratic Governance

UNDP considers democratic governance to be central to the achievement of the Millennium Development Goals, as it provides the enabling environment for the elimination of poverty. In Tajikistan, UNDP works both with the central government and on the level of local governments to support a more accountable governance system. On the central level, UNDP supports the government and the parliament to enhance transparency and to fight corruption. Through its Communities Programme, UNDP works to develop a more participatory local governance system, which includes working with community based organizations, civil society organizations and local authorities.

BOMCA/CADAP
 
Project Title: BOMCA

The objectives of the BOMCA programme are to contribute to the facilitation of legitimate trade and transit; to reduce the illicit movement of goods and people; and to help increase security in the region. The main component of BOMCA is capacity development for integrated border management (IBM) through exposure of the leadership of all agencies to European ‘best practices’ of IBM and specialized training on IBM and cross border cooperation. The programme also aims to modernize and upgrade training facilities and to improve the working conditions at border crossing points on regional trade corridors. By providing infrastructure (fully constructed and equipped BCPs and Border Outposts), equipment and training, and international markets, the programme has contributed to the strengthening of the Tajik-Afghan border.

CADAP
is aimed to reduce drug trafficking, the EC launched its Central Asia Drug Action Programme (CADAP) in 2001. This programme fosters a public health approach to drug demand and an interdiction approach to drug supply. It is implemented in conjunction with the BOMCA programme and some activities (including provision of a drug detecting dog capacity) are interlinked. Under the current phase of CADAP, five drug profiling units will be built and equipped at regional airports and railway stations. A drug profiling study tour to Brussels and Paris for beneficiary agencies was organized in October 2008, followed by a regional training session in Ashgabat in November 2008.

BOMBAF
 
Project Title: Border Management Project in Badakhshan, Afghanistan (BOMBAF)

UNDP’s EU funded Border Management Badakhshan, Afghanistan project (BOMBAF) is helping the Afghan Border Police to improve border control and encourage legitimate cross-border exchange and trade in Badakhshan province, north eastern Afghanistan. BOMBAF provides infrastructure, training and equipment for the Afghan border guards and customs officers along the Afghan Tajik border.

BOMBAF is associated wit Democratic Governance and related to Security Sector Reform.

Tajikistan Mine Action Programme
Project Title: Tajikistan Mine Action Programme.

The project’s overall goal is to eliminate the economic and health impact of mine/UXO in Tajikistan. Clearing mine/UXO contaminated areas surely increased access to valuable arable land and reduced poverty among rural communities. Parallel to mine/UXO clearance work, UNDP/TMAC’s Mine Risk RE initiatives did reduce the threat of mines/UXOs, and the Victim Assistance initiative helped decrease the burden of economic dependents for families and created a sense of harmony in the society. The project’s immediate objective is to create a sustainable national institution to plan, coordinate and implement comprehensive mine/UXO programme in Tajikistan.

NHDR Employment
 
Project Title: National Human Development Report - Employment Challenges in Tajikistan

The main goal of the project is to promote the Human Development concept at all levels including the decision-making level, where it will be acknowledged and recognized as a basis and the main criteria in the social dialogue and in the formulation of the national socio-economic policies. This will be achieved, inter alia, through disseminating the human development concepts via the National Human Development Report (NHDR). The project output is to increase the awareness of people about human development issues through formulation, publication and wide dissemination of the National Human Development Report.

State Enhancement for Improved Governance
 
Project Title: State Enhancement for Improved Governance (SEIG)

In order for Taikistan to prosper and develop as a country, the framework of a modern and effective state needs to be enhanced. Weak state structures create a government that allows private interests to take precedence over the public good. To degree of internal control within the state over its agents is a key factor in the state’s ability to protect its citizens from abuses of power by individual government employees.
