Poverty reduction

Globally,UNDP advocates for nationally-owned solutions to reduce poverty and promote human development. We sponsor innovative pilot projects, connect countries to global good practices and resources, promote the role of women in development, and bring governments, civil society and outside funders together to coordinate their efforts. In Tajikistan, UNDP contributes to poverty reduction both by working on the central policy level and by supporting community development. On the policy level, UNDP and its sister UN agencies have been active in supporting the government of Tajikistan to align its development planning with the Millennium Development Goals. On the grass-root level, UNDP works through its Communities Programme to support around 100 community based organizations (JRCs) all over the country. Through the JRCs, the rural population is gaining improved access to resources such as microfinance, business advice and new agricultural techniques. Moreover, they channel resources to small-scale infrastructure with a strong poverty reduction effect.

UNDP CP ongoing projects
1. Project Title: Enhancing Individual Incomes & Improving Living Standards in the Khatlon Region of Tajikistan

This project improves the livelihoods of those in the Khatlon region through the development of agro-processing workshops and greenhouses, the rehabilitation of irrigation systems, and the establishment of JRCs.

Project coverage: Baljuvon, Farkhor, Shurobod, Nosiri-Khisrav, Kumsangir and Pyanj districts.

2. Project Title: Community Agriculture and Watershed Management Project


This project aims to support the country’s mountain watersheds through the implementation of projects related to farm productivity improvement, land resource management and productivity improvement, and rural infrastructure.

Project coverage: Tojikobod and Jergatol districts

2005 – 2008

3. Project Title: Zeravshan Valley Initiative

This project focuses on reducing poverty in the Zeravshan Valley through micro-finance loans, improving agricultural yields, civil society development through the establishment of JRCs and DDCs, and disaster mitigation measures.

Project coverage: Ayni, Panjakent, and Mastchohi Kuhi districts.

4. Project Title: Community Development through Employment Creation and Improved Migration Management

This project empowers communities through vocational training, micro-finance linked to employment creation and the mobilization of remittances.

5. Project Title: Demonstrating Local Responses to Combating Land Degradation and Improving Sustainable Land management in South West Tajikistan

This project demonstrates replicable ways in which farmers and communities can address key land degradation and livelihood problems through pilot activities covering 16,000 ha of land.

6. Project Title: Addressing the Social Consequences of Transition in the Ferghana Valley –Tajikistan

This project supports the economic and social development of vulnerable populations in Sughd through economic development, public health and local governance initiatives.

7. Project Title: Enhancing the Development of Small & Medium Enterprises and Improving Social Infrastructure Facilities in Eastern Khatlon Region

This project increases the availability of micro-finance in eastern Khatlon and contributes to the improvement and rehabilitation of three community infrastructure projects.

8. Project Title: Enhancing the Capacity of Support Unit of Water User Association within the Ministry of Land Reclamation and Water Management of Tajikistan

This project enhances the capacity of the Support Units for Water Users’ Associations under the Minisitry of Land Reclamation and Water Management through trainings and the provision of necessary equipment.

9. Project Title: Encouraging Collaboration between Governmental Institutions, Donors and Organizations in the Field of Rural Drinking Water– to Improve Accountability, Sustainability and Effectiveness.

This project makes drinking water accessible and safe in Tajikistan through improving coordination of rural drinking water projects.

10. Project Title: Enhancing Agricultural Governance in Tajikistan

This project enhances the capacity of local farmers’ associations through the development of extension services and information systems. The purpose is to enable participatory decision-making among farmers and increase their voice in national policymaking.

12. Project Title: Capacity Building of 114 JRCs and JRC Training and Consulting Network

This project aims to build the management capacity of existing JRCs through an extensive set of trainings, workshops, TOTs and seminars.

13. Project Title: Improving Local Governance and Localizing MDGs

This project focuses on training government representatives and JRC and DDC members in participatory planning, budgeting and capacity mapping. DDCs will be established and there will be a focus on improving gender equality.

15. Project Title: Providing Professional and Socio-legal Skills and Knowledge for Unemployed and Labor Migrants in Tajikistan

UNDP Communities Programme
 
Communities Programme (CP) was introduced in 2004 where UNDP expanded on its well-established and efficient implementation capacity. CP is a multi-year initiative that builds on the accomplishments of previous work launched by UNDP in 1996. The programme supports the implementation of Tajikistan’s Poverty Reduction Strategy and the United Nations Development Assistance Framework outcomes to address economic, social and local governance initiatives at the community level. The programme has 5 area offices in Sughd, Khatlon, and the Rasht and Zeravshan Valleys. The strategy supports the efforts of the Government of Tajikistan to increase opportunities for community participation in local development planning and the management and implementation of local development projects. The programme will enhance accountability at the local level, increase access to rural finance, and improve infrastructure and the delivery of basic services.

UNDP has supported the government of Tajikistan to work out its National Development Strategy for the period 2006-2015, that puts poverty reduction in line with the Millennium Development Goals (MDGs)in the first place. It has also provided vital support in the development of the three year Poverty Reduction Strategy. Simultaneously, the entire UN system in Tajikistan works to ensure that the MDG attainment is at the centre of its coordinated activities. Another important component is the increased advocacy and campaigning for the MDGs among all participants in Tajikistan’s political, social and economic development. See also:

Active ImageCoordinating Efforts for Development

UNDP plays an important role in coordinating the poverty reduction work in Tajikistan, carried out by agencies inside and outside the UN system. Through publications such as the UN Appeal, the Information platform of Tajikistan and the coordination web page www.untj.org, the UN Coordination unit helps synchronize various development efforts. The UN Coordination unit also supports the Presidential Aid coordination unit to apply modern methods and better capacity to monitor and coordinated aid.

Due both to destruction during the war and a lack of maintenance, many Soviet-era water systems in rural Tajikistan stand idle. As people instead fetch drinking water from unsanitary ditches and canals, the spread of water-borne diseases has increased. In cases where clean water is fetched over long distances, a disproportionate burden is often placed on women and girls. Through its Communities Programme, UNDP works to rehabilitate and construct anew drinking water systems that ensure villages get access to clean water. UNDP put strong emphasis on community participation and local responsibility for operation and maintenance of the water system, to ensure long-term sustainability.

UNDP promotes dialogue between enterprises and authorities, in order to improve mutual understanding and make the business environment more predictable. This is done through the support for structures such as regional business forums.
