 As a trusted development partner UNDP helps countries put HIV/AIDS at the centre of national development and poverty reduction strategies. It develops national capacity to mobilize all levels of government and civil society for a coordinated and effective response to the epidemic, and to protect the rights of people living with AIDS, women, and vulnerable populations. In Tajikistan, UNDP has been chosen as the prime recipient of two grants from the GFATM* to stop the spread of HIV/AIDS in the country. Together with the government of Tajikistan, UNDP is thus struggling to stop the disease before it reaches the state of an epidemic. This includes advocacy and prevention efforts, as well as targeted medical interventions. Deliver of projects under this thematic area has reached $ 9.1 mln in 2009.

Project Title: GFATM Round 6 Project “Expanding and Strengthening DOTS in Tajikistan and addressing new challenges in TB control in line with the WHO recommended Stop TB Strategy” is implementing in Tajikistan since August 2007. In line with the National Programme for Tuberculosis Control in the Republic of Tajikistan for Years 2003-2010, the overall goal of the project is to reduce the burden of tuberculosis in the Republic of Tajikistan by sustaining universal coverage and improving quality of DOTS interventions and expanding the DOTS framework in line with the new WHO Stop TB Strategy and the Global Plan to Stop TB 2006-2015. The project aims at reaching the TB control targets of at least 70% detection of infectious cases and successful treatment of at least 85% of them.

The round 4 grant of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) on “Reduction of the HIV/AIDS burden in Tajikistan” is designed to boost further the national capacities in combating HIV/AIDS epidemic in the country. The HIV/AIDS component plans for the provision of suitable care for people living with HIV/AIDS. In additions it concentrates at raising awareness of targeted and general population on HIV/AIDS.

UNDP was chosen as the principal recipient to implement two
grants provided to Tajikistan by the Global Fund* for the years 2004-2009. In
line with the Strategic Plan of the National Response to the HIV/AIDS epidemic
in Tajikistan for the period of 2003-2009, the grant is used for preventive
actions among target groups such as intravenous drug users, commercial sex
workers, labour migrants, prisoners and street kids. The grants also support
building a system of blood safety control and the decentralization of preventive
activities and interventions among vulnerable groups. The programme also seeks
to provide better access to effective treatment to those infected by HIV. Other
crucial tasks of the programme include supporting the government to provide
stronger leadership on HIV/AIDS prevention, achieving better cross-sectoral
coordination and to support continued dialogue between the government and the
civil society. The Programme builds on the best international practices in the
field of HIV/AIDS prevention and treatment while adapting the interventions to
take into consideration the local experience and conditions.

It is estimated
that the number of HIV/AIDS cases in Tajikistan will surpass 60 000 in 2010, a
daunting 1200% increase from 2004. This would equal crossing the "1% of the
population"-threshold, which according to experts could make the epidemic spiral
out of control. In partnership with other UN agencies, UNDP's HIV/AIDS Project
is seeking to challenge the serious problems facing Tajikistan with regard to
the spread of HIV/AIDS. The strategy is to take advantage of the still
relatively low prevalence of the disease and through intensive and hard-hitting
advocacy efforts enhance behavioural change amongst targeted groups. Also, the
project seeks to increase public awareness and understanding of risk, to
mobilize civil society and encourage commitment from leading public figures,
leading to more vocal and visible acknowledgement of the HIV/AIDS problem and
the actions required to fight it. Activities include engaging top leaders on
planning and public leadership, delivering unified UN support on various
priority activities, organizing awareness raising campaigns, building a strong
UN inter-agency unit and supporting national coordination.
