Crisis Prevention

UNDPs global practice area “Crisis prevention” and recovery encompasses both activities to address the consequences of “man-made” catastrophes such as war and armed conflict, and to the reduction of natural disaster risks. In Tajikistan, UNDP supports the country to consolidate the gains of the peace process in the 1990-ies, and is also assisting to mitigate the threats of natural disasters. Together with United Nations Tajikistan Office of Peace Building, UNDP contributes to improved respect for human rights in Tajikistan. UNDP also supports Tajikistan to get rid of the threat to life and health posed by land mines. Moreover, as the implementer of the European Union BOMCA/CADAP programmes, UNDP contributes to the establishment of a more professional and modern management of Tajikistan’s borders. UNDP's Programme on Disaster Risk Reduction is implemented jointly with Committee of Emergency Situations and Civil Dfese under the Government of Tajikistan. Total amount of delivery under this area is accounted for 3.63 mln in 2009.

DRMP ongoing projects
Project Title: Strengthened Disaster Risk Management in Tajikistan – Phase II

Brief about project: The project has drawn on the UN experience of more than ten years in the field of Disaster Risk Management in Tajikistan.
The main objective is to streamline Disaster Risk Management priorities into planning and development intervention at national, regional and local levels through following activities:

Following components are being implemented in frames of the current project:
• Support to the Government of Tajikistan to develop the National Disaster Risk Management Strategy 2008-2015 as well as the National Disaster Preparedness and Response Plan, through provision of international expertise and supporting National Woking Group;
• Support to disaster risk management partnership in Tajikistan - REACT, through provision of secretariat functions to national REACT group in Dushanbe and regional REACT groups in Khujand, Zeravshan valley and Kurgan-tyube zone of Khatlon oblast;
• Binging in line existing national GIS mapping standardization (developed in frames of DIPECHO IV funded project) with international ISO standards and promotion among DRM actors;
• Seismic hazard assessment of prioritized social and other administrative buildings of Dushanbe city is being carried out, to expand available seismic vulnerability analysis of Dushanbe city (developed in frames of DIPECHO IV funded project and includes analysis of two-storied residential buildings only);
• Support to Agency of Hydrometeorology in development of modern and updated forecasting models of flash floods and improvement of early warning for Surkhob, Obikhingob, Yakhsu, Kizilsu, Varzob and Pyanj river basins;

Project Title: Disaster risk management, planning and coordination capacity strengthening in National and local levels
Brief about project: This project is designed to address identified gaps, and it will benefit from already existing implementation structures set up under the ongoing UNDP Disaster Risk Management Programme being implemented in Tajikistan. The main focus of the project will be support to the regional CoES offices in further strengthening their capacities in order to ensure a national coverage and usage of the systems developed during implementation of the first two phases of DRMP project, supported by SDC.

The project has four main outcomes:
• Improvement of the CoES capacity to predict, prevent and manage natural disasters.
• Providing of CoES emergency management and related trainings in accordance with international standards.
• Integration of disaster risk management into planning at local levels.
• Effective coordination and advocacy of DRM initiatives by regional REACT network


Improvement of the CoES capacity to predict, prevent and manage natural disasters
The main focus of this outcome of the project will be support to the IMAC in Dushanbe and regional CoES offices in further strengthening their capacities in order to ensure a national coverage and usage of the systems developed on the past within IMAC system. In addition the capacity of the Operations Departments and Department of Protection of Territories and Population (DPTP) would be strengthened through a number of trainings on effective use of the database and other relevant issues.

Providing of CoES emergency management and related trainings in accordance with international standards
The second outcome of the project is focused on strengthening and improving regional disaster management training system based on new disaster management training programme to outline its significance within DRM training system. National and regional CoES training branches will be further strengthened in order to raise awareness and train the decision-makers on integration of DRR aspect into development planning. These trainings will aim at capacity building of the national and regional authorities, including trainings on methodology and good practices of DRR integration into development process in order to make a significant switch from disaster response to disaster reduction in the mindset of the decision-makers.

Integration of disaster risk management into planning at local levels
This outcome of the project is contributing to support to the Government of Tajikistan and the international community in attaining the goals of the MDG-based National Development Strategy. This is achieved by developing a methodology to integrate disaster risk management into local planning, in particular on the District level. This integration will be done by strengthening the cooperation between district level authorities, relevant CoES divisions and non-governmental actors. the project will support selected high risk communities by means of the implementation of community based disaster risk projects (CBDRM) in mitigating and preparing for disasters as well as identifying gaps, and improve local capacity by providing relevant trainings and using already existing implementation structures set up under the ongoing UNDP Disaster Risk Management Programme in Tajikistan

Effective coordination and advocacy of DRM initiatives by regional REACT network
The main objective will be to ensure that selected local authorities and DDCs integrate priority DRM issues (identified jointly with REACT partners) in their local development plans. REACT partners will be encouraged to work with local authorities and DDCs on these priority issues. DRMP will support CoES to organize workshops/meetings at regional and central levels for all REACT partners in order to ensure coordinated approach of the project, joint decisions made and best practices shared among partners and used in DRM interventions. Thus, REACT meetings is the tool to promote DRR integration into planning among the other participants and to further replicate the positive experience.

Project Title: Support of the National Disaster Response Capacity in Tajikistan

Brief about project: The overall objective of the project is to strengthen national disaster response capacity in Tajikistan. The project focuses on capacity development of disaster management with regard to disaster response preparedness. The project will capitalize on a set of UNDAC recommendations to further develop the disaster response capacities of Tajikistan.

The project will last for two years starting and will cover the following two outcomes:
• Strengthening institutional arrangements and legislation for disaster response;
• Improvement of disaster response capacity in Tajikistan.


The institutional arrangements and legislation will be reviewed and developed aiming at an effective and coordinated prevention and response preparedness. Appropriate decisions and budget allocations to disaster preparedness and response activities to be taken by government officials will be promoted. Swedish Rescue Services Agency (SRSA) will provide appropriate legislative advice that should be implemented in order to clarify the legal provisions for peacetime emergencies so that sustainability and a well functioning search and rescue services are ensured.

Iintroduce focal point and one additional staff member from the CoES into INSARAG network at two annual regional INSARAG meetings. Train 30 professional rescuers from the Dushanbe Search and Rescue (SAR) Team and 30 professional rescuers from TsentroSpas. Train 30 professional rescuers from Fire Fighting Service (Dushanbe department) to be used as back up force to Dushanbe SAR Team and TsentroSpas. Support Training Department with establishing a SAR basic Training Centres in 5 regions GBAO (Khorog), Khatlon (Kurgan Tube and Kulyab), Sughd (Khujand), DRD (Rasht), to be used for trainings of SAR Teams. Support with renovation of offices allocated for the SAR Team.

This project is a joint initiative between UNDP Tajikistan (through Disaster Risk Management Programme), Swiss Agency for Development and Cooperation (SDC) and (SRSA) in support of the Committee of Emergency Situations and Civil Defence under the Government of Tajikistan.

Project Title: UN Emergency Reserve for Tajikistan

Brief about project: The UN Emergency Reserve for Tajikistan (UNERT) is designed for the initial response to a disaster or other humanitarian crisis resulting in needs in the areas of shelter, household items, sanitation items, clothing, heating/cooking equipment and other emergency supplies. UNERT includes emergency reserve sufficient for 7,000 persons or 1,000 families, taking into account local relief efforts and expected assistance from the government and other resources. The UNERT can also include items or equipment which have specific but time-limited use in emergency response, such as water purification equipment, which can be returned to the UNERT for future use. These items will be designated as “recoverable” and also could be provided to organizations on the condition that they are returned after use. In addition to physical stocks, UNERT may include financial reserves, held by UNDP or other parties, which can be used for the immediate purchase of emergency items not available from the physical reserve (e.g., fuel), or to replace items used from the UNERT. The UNERT design requirements will be reviewed periodically and adjusted to ensure an ability of the UNERT to effective and rapidly respond to disasters affected areas of Tajikistan.

Tajikistan Mine Action Programme
Project Title: Support to Tajikistan Mine Action Programme
The project’s overall goal is to eliminate the economic and health impact of mine/UXO in Tajikistan. Clearing mine/UXO contaminated areas surely increased access to valuable arable land and reduced poverty among rural communities. Parallel to mine/UXO clearance work, UNDP/TMAC’s Mine Risk RE initiatives did reduce the threat of mines/UXOs, and the Victim Assistance initiative helped decrease the burden of economic dependents for families and created a sense of harmony in the society. The project’s immediate objective is to create a sustainable national institution to plan, coordinate and implement comprehensive mine/UXO programme in Tajikistan.

Disaster Risk Management Programme
 
Project Title: Disaster Risk Management Programme (DRMP)
Disaster Risk Management Project was introduced back in 2004 as a collaborative endeavour designed to address the serious and chronic problems faced by Tajikistan and its regional neighbours with regard to natural disaster management — comprising preparedness, response, and most importantly mitigation and prevention by three UN agencies (UN ISDR, OCHA and led by UNDP). In 2007, following the successful completion of the first phase of the project, it was reorganized into Programme directly executed by UNDP. The second phase of the programme covered the period of 2007-2009 and was aimed to reduction of natural disasters impact on vulnerable communities by strengthening national capacity to prevent, coordinate and respond to natural disasters. The programme continued to strengthen the capacity of the Committee of Emergency Situations at the national level, while building regional mechanisms for DRM and mainstreaming DRM into state policy at the national and sub-national level.

Improved Disaster Preparedness and Risk Management

Each year, thousands of homes are destroyed or damaged in Tajikistan due to flooding, avalanches, and mud- and landslides. As such disasters have severe consequences on scarce social and economic resources, UNDP together with its sister UN organizations supports national partners in disaster risk management through the UNDRMP (UN Disaster Risk Management Project). In particular, UNDRMP’s assistance is aimed at strengthening the coordinating role of the Committee of Emergency Situations in disaster risk reduction, preparedness, response and mitigation. Through capacity development efforts, UNDRMP also supports the information management, disaster analysis and trainings of the Committee. Moreover, in cooperation with UNDP Communities Programme, UNDRMP also supports community based disaster risk mitigation in high-risk areas.

 

 

 
Communities Safe from Mine Hazards

Tajikistan suffers from land mine threats along its borders to Afghanistan and Uzbekistan, and in central areas of the country. Whereas some mines are a remains from the civil war, others where placed there by Soviet, Russian or Uzbek border forces. Each year, significant numbers of Tajiks are hurt and even killed in land mine accidents. Moreover, land mines inhibit productive use of valuable agricultural lands. Through the Tajikistan Mine Action Centre (TMAC), UNDP supports the development of a sustainable national capacity to plan, coordinate and implement a comprehensive mine-action programme. It also assists the Government comply with its obligations under the Ottawa Convention, including the clearance and/or the fencing of all mined areas in Tajikistan. The programme has a real opportunity to free all Tajik communities from mine hazards, an achievement of global importance. In cooperation with the Red Cross/ Red Crescent, UNDP also finances a mine risk education programme, an income-generating programme for land mine victims, and the rehabilitation of victims attending the Central Orthopaedic Clinic. UNDP also pursues other higher-level mine action policy objectives through technical support, basic managerial support, mentoring on financial and results reporting, administration of donor funds and the mobilization of additional funds.
