Democratic Governance

UNDP considers democratic governance to be central to the achievement of the Millennium Development Goals, as it provides the enabling environment for the elimination of poverty. In Tajikistan, UNDP works both with the central government and on the level of local governments to support a more accountable governance system. On the central level, UNDP supports the government and the parliament to enhance transparency and to fight corruption. Through its Communities Programme, UNDP works to develop a more participatory local governance system, which includes working with community based organizations, civil society organizations and local authorities. Total delivery under this thematic area is accounted for $3.95 mln.

Support to Effective National Aid Coordination and Investment Promotion
Tajikistan is benefiting from greater instability. The investment climate has much improved since theen of the civl war, but in order for Tajikistan to prosper and develop as a country the framework of a modern and ffecive state needs to be enhanced. Aid coordination, management and effectiveness have often become overwhelmed by donor actions, especially in countries highly dependent on aid.

Regional Human Development Report on Social Inclusion
There is currently no standard set of definitions and indicators to measuring social inclusion that is easily transferable to all ECIS country contexts, which reduces the usefulness of this powerful concept as an analytical and policy-making tool. The further articulation of the meaning of social inclusion in the ECIS context could help ECIS governments to refine and improve their analysis of and policy measures for poverty reduction, anti-discrimination, and human rights. It could also build the foundation for promoting social policy measures which extend beyond simply meeting basic needs. A regional report that develops a common analytical approach to social inclusion applicable from Central Europe to Central Asia, and that provides examples of measurement methods as well as policy applications for addressing inequality, poverty, and social exclusion in a multi-national context, would fill an important gap.

Preparatory Assistance Project
The purpose of this project is to ensure proper programmatic and financial closure of Border Mangement Badakhshan (BOMBAF) project phase 1 and undertake preparatory activities for BOMBAF phase 2 as well as to develop a full project document and a detailed implementation plan to improve cross border cooperaion along Tajik-Afghan border. The objective of this new cross border project is to build capacity by developing cross-border cooperation between southern Tajikistan and northern Aghanistan, contibuting to regional development, conflict resolution, prevention and enhanced human security as well as to enhance and expand economic development in targeted borderng communities on both sides of the border.

BOMCA/CADAP
 
Project Title: BOMCA

The objectives of the BOMCA programme are to contribute to the facilitation of legitimate trade and transit; to reduce the illicit movement of goods and people; and to help increase security in the region. The main component of BOMCA is capacity development for integrated border management (IBM) through exposure of the leadership of all agencies to European ‘best practices’ of IBM and specialized training on IBM and cross border cooperation. The programme also aims to modernize and upgrade training facilities and to improve the working conditions at border crossing points on regional trade corridors. By providing infrastructure (fully constructed and equipped BCPs and Border Outposts), equipment and training, and international markets, the programme has contributed to the strengthening of the Tajik-Afghan border.

CADAP
is aimed to reduce drug trafficking, the EC launched its Central Asia Drug Action Programme (CADAP) in 2001. This programme fosters a public health approach to drug demand and an interdiction approach to drug supply. It is implemented in conjunction with the BOMCA programme and some activities (including provision of a drug detecting dog capacity) are interlinked. Under the current phase of CADAP, five drug profiling units will be built and equipped at regional airports and railway stations. A drug profiling study tour to Brussels and Paris for beneficiary agencies was organized in October 2008, followed by a regional training session in Ashgabat in November 2008. CADAP has been implemented by UNDP untill December 2009.

NHDR Employment
 
Project Title: National Human Development Report - Employment Challenges in Tajikistan

The main goal of the project is to promote the Human Development concept at all levels including the decision-making level, where it will be acknowledged and recognized as a basis and the main criteria in the social dialogue and in the formulation of the national socio-economic policies. This will be achieved, inter alia, through disseminating the human development concepts via the National Human Development Report (NHDR). The project output is to increase the awareness of people about human development issues through formulation, publication and wide dissemination of the National Human Development Report.
